FTC Launches Investigation into AI Chatbot Safety Following Teen Harm Reports

The Federal Trade Commission has launched a comprehensive investigation into major AI chatbot platforms, demanding detailed information about safety measures and policies for protecting minors following a surge in reports of harmful interactions between AI systems and young users.

The FTC issued information requests to OpenAI, Meta, Alphabet (Google), xAI, Snap, and other companies operating AI chatbot platforms. The investigation focuses on how these platforms detect, prevent, and respond to conversations that could harm minors, including discussions of self-harm, sexual content, and emotional manipulation.

Regulators are specifically examining whether companies have adequate systems to identify underage users, implement age-appropriate safety measures, and prevent AI systems from engaging in grooming-like behavior with children and teenagers.

The investigation comes amid mounting evidence of AI systems engaging in inappropriate interactions with minors. Recent research from ParentsTogether Action documented hundreds of instances including AI chatbots engaging in sexual conversations, providing harmful advice, and encouraging dangerous behaviors among teenage users.

The report identified 98 instances of violence or harm, 296 cases of grooming and sexual exploitation, and 173 instances of emotional manipulation in interactions between AI systems and minors on popular platforms.

Major AI companies have begun implementing new safety measures in response to regulatory pressure. OpenAI recently announced parental controls and age-appropriate content filtering, while other platforms have begun restricting access to certain chatbot personalities.

However, federal investigators are examining whether these voluntary measures are sufficient to protect vulnerable users or whether mandatory safety standards are necessary.

The FTC investigation coincides with increased Congressional attention to AI safety issues. The Senate Judiciary Committee held hearings on AI chatbot harms, with testimony from families affected by AI-related incidents and experts calling for stronger regulatory oversight.

Bipartisan groups of lawmakers have written to major AI companies demanding information about their safety practices and calling for immediate action to protect young users from potentially harmful AI interactions.

Regulators face significant challenges in overseeing AI systems that generate unique, personalized conversations in real-time. Unlike traditional social media content that can be pre-screened, AI conversations emerge from complex algorithmic processes that can be difficult to predict or control.
